MANILA – Did Vice-President Jejomar Binay lie in his campaign ad for the 2016 presidential election?
Sen. Antonio Trillanes IV said Binay claimed in one of his campaign ads that he submitted many documents to prove there was no overpricing of infrastructure projects in Makati when he was still mayor.
The ad showed a newspaper headline that said “Anti-Binay black ops turn 1 year.” The ad also showed Binay describing the Senate Blue Ribbon subcommittee investigation as “malicious” and “full of hearsay.”
“Sa dami ng aming paliwanag at dokumentong pinadala, hindi nila pinansin. Wala talagang balak pakinggan ang katotohanan,” Binay said in a voice over.

The ad then showed several stacks of documents with the caption: “Daan-daang dokumento na itinambak sa isang kwarto.”
Trillanes, however, produced the folders that were shown in the Binay ad and said these documents did not come from the vice-president’s camp. “[Those are] exactly the same folders,” he said.
Instead of documentary evidence for Binay’s defense, the senator said the folders actually contained evidence against Binay.
“Yang mga folders na ipinakita diyan po sa video ni Vice-President Binay na nandito sa likod natin ay ebidensya laban sa kanya. Hindi po niya isinubmit yan. Kinuha po namin yan na ebidensya laban sa kanya. May mga kopya na ifinorward sa Ombudsman,” he said.
He said that instead of folders of documents, Binay only submitted to the Senate an affidavit “of several pages” denying the allegations against him.
“Ito lang po ang ebidensya na isinubmit ni Vice-President Binay na mga general denials. So hindi po totoo yan. Dito niyo makikita kung totoo ang kasabihan na ang kakambal ng magnanakaw ay sinungaling kasi talagang malaking kasinungalingan at panlilinlang ngayon ang ginagawa niya sa mamamayan dahil pinapalabas niya ang advertisement,” he said.
Binay has snubbed invitations to appear before the Senate blue ribbon subcommittee, saying the inquiry is meant to derail his presidential bid. He earlier said all projects approved during his administration passed the scrutiny of government auditors.
The vice-president is accused of pocketing kickbacks after allegedly awarding projects and service contracts to preferred companies.
Ombudsman Conchita Carpio Morales earlier found probable cause for the filing of graft, malversation and falsification of public documents against Vice-President Binay, his son, Jejomar Erwin”Jun-Jun” Binay, Jr., and 22 others in connection with the anomalous bidding and construction of the Makati carpark building project undertaken from 2007 to 2013.
